The IOC is the Official group who organizes the Modern Olympics. They answer only to themselves and operate with impunity. Their sole concern is the Games survive and go on. They claim to have no regard for political agendas. However, by claiming to ignore politics and political injustice, they necessarily side with those who commit unjust acts.
The IOC can best be compared to the United Nations as it is composed of all its member nations (basically, every country in the world). So, when critiquing the IOC remember, in most countries of the world, bribery, authoritarian dictatorship, crooked court systems and the trampling of human rights are everyday realities.
You will get a better understand of the IOC, if you view it based not on your own moral standards or idealism but rather from those of a third world despot. Go through the listing of the 201 countries who participated in the 2004 Athens Summer Olympics. Of those 201 countries, in how many would you care to be judged by their legal system? I would guess your answer will be below 50. Then remember, just like the UN, the other 151 have an equal vote with the 50 you consider fair.
The fact is, the culture of the IOC is one of pompous arrogence in which the members expect bribes; Tit for Tat votes and special deals. Phillipine Dictator Ferdinan Marcos supposedly lived by the guideline, "What are we in Power for?" as he amassed billions. Many who research the Olympic movement believe Marcos' supposed motto could well be that of the IOC. If you wish to investigate this and make your own conclusion do a Google of the Salt Lake City Olympics and Kim Un Yong of South Korea, one of the top IOC decision makers who almost became the Leader of the Pack. Or similarily, Australian Phil Coles. You will sleep better, if you liken the IOC to country 101 in your list of corrupt countries, as out of 201 countries, 101 will have the majority vote.
